Honorarium T4 or T4A: box 048 for outsiders, T4 box 14 for directors

My client pays honorariums to board members and a guest speaker. Which ones go on a T4A, and how are director fees reported?

Canadian CPA

An honorarium goes on a T4 or T4A depending on who was paid. For 2026 slips, T4A box 048 is only for an outsider's service, like a guest speaker, once the year's total passes $500. An employee or office holder, including a director paid a fee, gets T4 box 14, with CPP and income tax but usually no EI.

Which slip and box does each honorarium go on?

The word "honorarium" doesn't decide the slip. What decides it is the capacity the person was paid in. The CRA puts a fee on a T4A only when it pays for a service "outside of an employment relationship or tenure of office" canada.ca. An honorarium tied to an office or a job is employment income, and the T4 guide lists honorariums and director's fees among the amounts reported in box 14 canada.ca. For an employee, the CRA names honorariums among the amounts you generally deduct CPP from canada.ca and EI from canada.ca.

The office rows come from the Income Tax Act. Subsection 248(1) defines an office as a position entitling the holder to a fixed or ascertainable stipend, and it names "the position of a corporation director" outright laws-lois.justice.gc.ca. For CPP and EI, the CRA treats a private sector office as pensionable but not insurable, and lists the mayor, municipal councillor, school commissioner, band councillor and corporate director as offices that don't attract EI canada.ca. Pay per sitting counts as ascertainable, so a $300 per meeting board honorarium is office income.

What does a $10,000 director fee cost in CPP for 2026?

Your client pays a resident director $2,500 a quarter, $10,000 for 2026, and nothing else. CPP is 5.95% each for the director and the corporation, with a $3,500 basic exemption for the year canada.ca. The CRA has you prorate that exemption across the number of fee payments, so each quarterly payment gets $875 canada.ca.

StepEach quarterFull year
Director fee$2,500.00$10,000.00
Basic exemption ($3,500 / 4)$875.00$3,500.00
Pensionable after the exemption$1,625.00$6,500.00
Director CPP at 5.95%$96.69$386.76
Corporation CPP at 5.95%$96.69$386.76
EI$0$0
Income tax withheld (fees under the TD1 claim)$0$0

Income tax is zero here because the CRA says not to withhold when the fee expected for the year is less than the director's TD1 total claim amount canada.ca. A director who claims only the basic personal amount on the 2026 federal TD1 claims $16,452, well above $10,000 canada.ca. The fee is still taxed on the director's own return; the rule only removes withholding at source.

On the T4, report $10,000 in box 14 and in box 26, $386.76 in box 16 (the four rounded quarterly deductions; $6,500 × 5.95% for the year is $386.75, one cent less), "0" in box 24, and tick EI in box 28. The T4 guide says box 24 must never be left blank, and the EI tick in box 28 is only for a director with no EI withheld for the entire reporting period canada.ca. In Quebec the contributions are QPP and go in box 17 instead of box 16.

How do fees above the TD1 claim, or on top of salary, change the math?

When the year's fees will exceed the director's TD1 claim, use the monthly federal and provincial tables in T4032: divide the fee by the number of months since the last payment (or since January 1), find the monthly tax for the claim code, then multiply by that number of months canada.ca. A single annual fee paid in December is spread over 12 months this way.

A director who also draws a salary is handled differently. Add the fee to that pay period's salary and use the bonus method for income tax. CPP and EI follow the director's employment status, and EI is deducted only from the salary portion, never the fee canada.ca. The deductions you withhold on a director's fee are source deductions like any other, which matters for director liability if the corporation stops remitting.

When is a director fee not taxed in Canada?

A non resident director who attends no meetings and performs no other duties in Canada isn't employed in Canada, so fees for attending remotely from abroad aren't taxable here canada.ca. When the director does part of the work in Canada, apportion the fee. The CRA's example is a director who attends 5 of 10 meetings in Canada: tax is deducted on half the flat annual fee, so $10,000 of a $20,000 fee. Director's fees for services rendered in Canada go in T4 box 14 even for a non resident canada.ca.

CPP is stricter than income tax. Deduct it from a non resident director only when the duties are performed entirely in Canada; one meeting abroad and the whole fee is out of CPP canada.ca. A director resident in a treaty country can apply to the CRA's International Waivers Centre of Expertise for reduced withholding.

A non resident speaker or consultant is a different case: an honorarium for a service performed in Canada takes 15% Regulation 105 withholding and goes on a T4A-NR, and a slip is needed even under $500 because tax was withheld canada.ca.

What changes when the fee is paid to the director's corporation?

When the director sits on the board for a corporation or partnership and the fee goes to that entity, it's the entity's income, not the individual's. A resident corporation or partnership gets no CPP, EI or income tax deductions. A non resident corporation or partnership has 15% withheld and gets a T4A-NR canada.ca.

Watch the flow of money afterward. If the entity hands the fee back to the individual for personal benefit, the CRA treats it as that person's employment income canada.ca. For the resident entity, the fee is a payment for services between businesses, which the CRA reports in T4A box 048 once the year's total passes $500, excluding GST/HST canada.ca. See box 048 for how the recipient reports it.

How are honorariums to emergency volunteers reported?

A government, municipality or public authority can exclude up to $1,000 a year paid to a volunteer firefighter, ambulance technician or search and rescue volunteer under subsection 81(4), as long as it didn't also employ that person for the same or similar duties laws-lois.justice.gc.ca. The CRA adds that the payment must be nominal compared with what regular employees would cost canada.ca.

Pay a volunteer $1,800 in 2026 and the T4 shows $800 in box 14 and $1,000 under code 87, with income tax withheld only on the $800. The amounts are pensionable and insurable only when the volunteer has a fixed amount of pay, a regular schedule and an obligation to respond to emergencies during it canada.ca.

The volunteer can't have both. Claiming the $1,000 exemption rules out the volunteer firefighters' amount or the search and rescue volunteers' amount, which needs 200 hours and was $6,000 federally for 2025 canada.ca. At the 14.5% lowest rate for 2025, the credit is worth $870, so a volunteer who meets the hours usually does better with the credit. The CRA's page hasn't posted the 2026 amount yet as of October 2026.

Does an honorarium under $500 need a slip?

Canadian CPA

Not on a T4A, unless your client withheld tax: box 048 applies once the year's total passes $500 canada.ca. A T4 follows a different rule: it's required if you deducted CPP, EI or income tax, so a director whose fee had CPP taken off gets a T4 at any amount canada.ca.

Can I report an honorarium under T4A code 028, other income?

Canadian CPA

No. The CRA says not to report fees for services under code 028; they go in box 048 canada.ca. An honorarium for an office isn't a T4A amount at all. It's employment income in T4 box 14, and the T4A box 028 code is for amounts no other box or code covers.

Do municipal councillors and mayors pay EI on their stipend?

Canadian CPA

No. The CRA lists mayors, municipal councillors and school commissioners among the officials whose pay has no EI deducted, while CPP and income tax still apply canada.ca. EI does apply to officials holding office in federal departments or agencies listed in Schedules I to V of the Financial Administration Act.

When are the 2026 honorarium slips due?

Canadian CPA

By February 28, 2027 for both T4 and T4A slips. That date is a Sunday, so a return received or postmarked by Monday, March 1, 2027 is on time canada.ca. The T4A deadline page has the penalty tables.
