When did the Canada Carbon Rebate end, and can a client who never filed still get the missed payments?
The Canada Carbon Rebate ended with the April 2025 payment, which started going out April 22, 2025, after the federal fuel charge dropped to zero on April 1, 2025. Clients who never filed 2021 to 2024 returns can still collect missed payments, but Budget 2025 proposes no payments for returns or adjustment requests filed after October 30, 2026.
When did the Canada Carbon Rebate stop, date by date?
The rebate ended with the April 2025 payment. The CRA says the government stopped the federal fuel charge and the Canada Carbon Rebate for individuals on March 15, 2025, and that there are no quarterly payments after April 2025 canada.ca. The March 15 date is when the regulation was made; the fuel charge rate itself became zero after March 31, 2025
canada.ca.
| Date | What happened |
|---|---|
| March 15, 2025 | Regulation made ending the fuel charge; CRA treats the rebate for individuals as stopped |
| April 1, 2025 | Fuel charge is zero; no new fuel charge registrations |
| April 22, 2025 | Final rebate payment starts going out (2024 base year) |
| July 15, 2025 | 2024 T2 deadline for the final small business rebate |
| November 1, 2025 | Existing fuel charge registrations cancelled |
| March 26, 2026 | Law passed making every small business rebate not taxable |
| October 30, 2026 | Proposed last day to file a return or adjustment request and still get a rebate payment (not yet law) |
The April 2025 payment was a single payment for the 2024 base year, not one of four quarters canada.ca. Before that, each base year paid in April, July and October of the next year and January of the year after, under subsection 122.8(4.2) of the Income Tax Act
laws-lois.justice.gc.ca.
How much is the final April 2025 payment worth by province?
The CRA's table for the 2024 base year, paid once in April 2025, sets these amounts canada.ca. A family's payment is the adult amount plus the spouse or common law partner amount plus each child.
| Province | Individual | Spouse or partner | First child, single parent | Each child under 19 |
|---|---|---|---|---|
| Alberta | $228 | $114 | $114 | $57 |
| Saskatchewan | $206 | $103 | $103 | $51.50 |
| New Brunswick | $165 | $82.50 | $82.50 | $41.25 |
| Ontario | $151 | $75.50 | $75.50 | $37.75 |
| Manitoba | $150 | $75 | $75 | $37.50 |
| Newfoundland and Labrador | $149 | $74.50 | $74.50 | $37.25 |
| Nova Scotia | $110 | $55 | $55 | $27.50 |
| Prince Edward Island | $110 | $55 | $55 | $27.50 |
British Columbia, Quebec and the three territories have no amounts in the table canada.ca. Residents of small and rural communities got a supplement of 20% of the base amount for the 2023 and 2024 base years and 10% for 2022; Prince Edward Island builds it into its base amounts
canada.ca. An Alberta family of four received up to $456 in April 2025 before the rural top up

What are three unfiled years worth to an Ontario client?
Your client is single, lives in Toronto (no rural supplement), was 19 or older throughout, and never filed 2022, 2023 or 2024 returns. Each base year pays only once its return is assessed canada.ca. Using the CRA's Ontario individual amounts
canada.ca:
| Base year | Paid in | Ontario individual amount | Total |
|---|---|---|---|
| 2022 | April 2023 to January 2024 | $122 a quarter × 4 | $488 |
| 2023 | April 2024 to January 2025 | $140 a quarter × 4 | $560 |
| 2024 | April 2025 | $151, one payment | $151 |
| All three | $1,199 |
If all three returns go in and are assessed in time, that is $1,199 of rebate on top of whatever the returns themselves produce. Filed after October 30, 2026, and the proposed rule would leave the full $1,199 unpaid.
Is the October 30, 2026 cutoff already law?
No, not as of October 2026. Budget 2025 proposed amending the Income Tax Act so that no rebate payments are made for tax returns or adjustment requests filed after October 30, 2026 budget.canada.ca. The change is clause 24 of Bill C-31, the Budget 2025 Implementation Act, No. 2: it limits subsection 122.8(4) to a return filed on or before October 30, 2026 and adds subsection 122.8(4.3) for later applications
parl.ca.
LEGISinfo shows Bill C-31 still at committee in the House of Commons, with Finance Committee meetings on October 6 and 8, 2026 and no royal assent parl.ca. The consolidated section 122.8, current to September 21, 2026, still requires only that the individual file a return, with no date
laws-lois.justice.gc.ca.
Treat October 30, 2026 as the real deadline anyway. The proposed wording ties the cutoff to the filing date, so a return filed by then is protected even if the bill passes later, while one filed after it is exposed the moment the bill passes.
How does a client claim missed payments now?
There is no application. A resident files the return for each missing year, even with no income, and the CRA pays the rebate for that base year once the return is assessed canada.ca. A 2024 return filed electronically after April 2, 2025 gets the final payment on assessment
canada.ca.
Tick the rural supplement box on page 2 of each 2021 to 2024 return where it applies. Only one spouse or common law partner receives the family payment, usually the one whose return is assessed first, and the amount is the same either way canada.ca.
Newcomers who met the Canada child benefit rules use Form RC66 and RC66SCH; those who did not use Form RC151, mailed to the tax centre canada.ca. A missed rural box on a return already assessed needs an adjustment request, which the proposed cutoff also covers, so send it through Change my return before October 30, 2026.
What still applies to businesses after the fuel charge ended?
Fuel charge obligations for reporting periods before April 1, 2025 still stand: registrants must pay amounts owed and can still claim rebates. No return is required for periods after March 31, 2025 if no positive fuel charge is payable, and existing registrations were cancelled November 1, 2025 canada.ca. Industrial carbon pricing for large emitters continues
canada.ca.
The Canada Carbon Rebate for Small Businesses ended with the 2024 to 2025 fuel charge year canada.ca. To get that final payment, a CCPC needed 499 or fewer employees across Canada in 2024, at least one employee in a designated province, and its return for the year ending in 2024 filed by July 15, 2025 (not a final return on dissolution)
canada.ca.
Legislation passed March 26, 2026 makes the small business rebate not taxable for every fuel charge year. A corporation that filed after June 30, 2025 and included the rebate in income has to request a T2 reassessment; for returns filed before June 30, 2025 that clearly reported it on line 295 of Schedule 1, the CRA adjusts without a request canada.ca. Farmers lost their credit too: the 2024 to 2025 credit is the last one and the rate for 2025 farming expenses is nil
